Președintele României, domnul Klaus Iohannis, a susținut luni, 17 septembrie a.c., la Palatul Cotroceni, o alocuțiune cu prilejul Dineului de Gală organizat cu ocazia Summitului „Inițiativa celor Trei Mări”.

„Dear President Juncker,
Distinguished Presidents of the participating states to the Three Seas Initiative,
Distinguished speakers of the Parliaments,
Vice-prime-minister, Ministers,
Distinguished high level representatives of the European and international financial institutions, and of the business environment,
Excellencies,
Ladies and Gentlemen,
It a pleasure and honour for me to warmly welcome you at this Gala Dinner, in the eve of the Third Summit of the Three Seas Initiative which I will host tomorrow.
We have placed this evening in the context of the Centenary of the Romanian Modern State. World War I was a turning point in world history, decisively changing the international system.
While honouring the past, this 100 years anniversary provides us with an excellent opportunity to look towards the future. Romania is now a mature state, with a modern society full of dynamism, creativity, deeply pro-European and pro-transatlantic.
Today’s Romanian society is strongly committed to international law and institutions, democratic values, dialogue and tolerance, the values of inter-culturalism and diversity, as cornerstones of the global multilateral order.
We will remain their strong defender in our foreign and security policy.
This is why Romania has been and will remain a firm advocate for peace, democratic principles, and for building bridges between nations and people.
In an increasingly complex global context, Romania maintains its commitment to the three defining pillars of its foreign policy: strengthening its role and efforts within the European Union and within NATO, as well as consolidating and extending the Strategic Partnership with the United States of America.
This is complemented by an active role in promoting stability, security and economic development at regional level.
Distinguished guests,
My offer to host this year’s Summit and the first edition of the Business Forum of the Three Seas Initiative, as well as the efforts we have undertaken, together with the other participating states, to refine and crystalize the Initiative’s objectives, naturally fit into a wider foreign policy framework.
They are also illustrative of Romania’s belief that effective regional cooperation remains an important recipe for promoting stability, economic growth and interconnectivity. And that security cannot be achieved without economic development, and vice versa.
We are fully convinced of the Initiative’s potential to facilitate higher interconnectivity in Central and South-Eastern Europe, to boost economic and trade relations, and investment flows in the region and with other partners from the Euro-Atlantic community.
Therefore, we are vocal advocates of this Initiative’s contribution to the overall strengthening of the European Union and of the transatlantic relationship.
I welcome the presence of the President of the European Commission, Mr. Jean-Claude Juncker. We highly appreciate the Commission’s support for the Three Seas Initiative. We are looking forward to working together to ensure that the implementation of the projects agreed upon by the participating states will support the EU’s efforts to develop and modernize infrastructure across Europe and to address cross-border infrastructure challenges.
We also appreciate US government attendance to the Summit and Business Forum. Assistant Secretary of Commerce Ian Steff is with us tonight, while Secretary Rick Perry will join us tomorrow.
I would like to stress that the US involvement and commitment to the Initiative are essential for its success. This sends a strong message regarding the Initiative’s political, economic and strategic relevance, and the continued coherent US approach to both the security and prosperity of our region.
Strengthening economic ties and interconnections within the Three Seas region and between this region and the US will also bring added value for the European Union-United States strategic partnership, as we form together a community of strategic interests and values.
This US high-level attendance also reflects the substantial level that we have reached within our bilateral Strategic Partnership, during the already 21 years since it has been established.
As I have underlined during my meeting with President Trump at the White House, last year, developing, deepening and extending the Strategic Partnership with the US, in all fields, is a top priority for Romania and for myself. It is also my firm belief that the transatlantic link is vital since it represents the backbone of our Western civilization.
Starting with the Bucharest Summit we have another partner state to the Initiative – Germany. We are convinced that Germany’s involvement will enhance the Initiative’s capacity to attain our common goal of boosting interconnectivity and, consequently, economic development and growth in the region, to the benefit of all participating states and of the entire European Union.
I also welcome the presence and involvement of the representatives of European and international financial institutions. They have a crucial role in advancing the deliverables of this Summit, in particular the priority projects.
I am pleased as well with the presence of our friends from the Western Balkans and Eastern Neighbourhood. I am confident that, as it further develops, the Three Seas Initiative can reach beyond its current limits and bring substantial economic benefits to our neighbours.
Closer cooperation in concrete interconnectivity projects between our countries will serve as proof that, unlike other options, the European and Euro-Atlantic perspective is the only one that can ensure prosperity, sustainable development and stability in these regions.
Ladies and Gentlemen,
Romania has embarked upon the preparation of this Summit and Business Forum with the firm determination to achieve clear deliverables. Thus, we have worked together, participating states and other close partners, to ensure that this Initiative is pragmatic, and that we keep a strong focus on concrete results. We can now say that the Three Seas Initiative has matured politically and conceptually and that all conditions are in place for us to embark on concrete projects.
Starting with the day after tomorrow, it will be the time to focus on implementation and a proper follow-up to this Summit’s decisions and the Business Forum’s results. We are confident that this can be done with an active implication of all participating states, with the support of the European Commission, the United States, the European and international financial institutions and private stakeholders from the Euro-Atlantic community that understood the usefulness of our endeavour.
While preparing for our next great challenge, that of the Presidency of the Council of the European Union for the first half of 2019, I commit to further actively contribute to developing the Three Seas Initiative and to implementing the interconnectivity projects that can make an important difference for our countries and the European Union’s prosperity and security.

Distinși Înalți reprezentanți ai instituțiilor europene, ai instituțiilor financiare internaționale și ai mediului de afaceri,
Excelențe,
Doamnelor și domnilor,
Sunt bucuros și onorat să vă urez un călduros bun venit la acest Dineu de Gală, în ajunul Summitului Inițiativei celor Trei Mări pe care îl voi găzdui mâine. Am ales această seară în contextul Centenarului Statului Român Modern. Primul Război Mondial a fost o piatră de încercare în istoria lumii și a schimbat sistemul internațional în mod decisiv.
Prin onorarea trecutului, această aniversare a o sută de ani ne dă o excelentă ocazie de a privi spre viitor. România este acum un stat matur, cu o societate modernă plină de dinamism, creativitate, profund pro-europeană și pro-transatlantică.
Societatea românească de astăzi este profund dedicată legislației și instituțiilor europene, valorilor democratice, dialogului și toleranței, valorilor interculturalismului și diversității, ca pietre de temelie ale ordinii mondiale multilaterale.
Vom rămâne apărătorul lor puternic în politica noastră externă și de securitate.
De aceea România a fost și va rămâne un susținător ferm al păcii, al principiilor democratice și al apropierii între națiuni și popoare.
Într-un context global din ce în ce mai complex, România își menține angajamentul pentru cei trei piloni definitorii ai politicii sale externe: întărirea rolului și eforturilor sale în cadrul Uniunii Europene și al NATO, precum și consolidarea și extinderea Parteneriatului Strategic cu Statele Unite ale Americii.
În completarea acestora, se adaugă rolul activ în promovarea stabilității, securității și dezvoltării economice la nivel regional.
Distinși oaspeți,
Dorința mea de a găzdui Summitul de anul acesta și prima ediție a Forumului de Afaceri ale Inițiativei celor Trei Mări, precum și eforturile pe care le-am întreprins, împreună cu celelalte state participante, de a îmbunătăți și a cristaliza obiectivele Inițiativei, se încadrează într-un cadru mai amplu de politică externă. De asemenea, ilustrează convingerea României că o cooperare regională eficientă rămâne rețeta de bază pentru promovarea stabilității, a creșterii economice și a interconectării. Și că securitatea nu se poate obține fără dezvoltare economică, și invers.
Suntem pe deplin încrezători în potențialul Inițiativei de a facilita o mai bună interconectare în Europa Centrală și de Sud-Est, de a impulsiona relațiile economice și comerciale și fluxurile investiționale în regiune și cu alți parteneri din comunitatea euroatlantică. Așadar, susținem puternic contribuția acestei Inițiative la întărirea Uniunii Europene și a relației transatlantice în ansamblu.
Salut prezența Președintelui Comisiei Europene, domnul Jean-Claude Juncker. Apreciem în mod deosebit sprijinul Comisiei pentru Inițiativa celor Trei Mări. Suntem nerăbdători să lucrăm împreună pentru a demonstra că implementarea proiectelor convenite de statele participante va sprijini eforturile UE de a dezvolta și de a moderniza infrastructura în Europa și de a aborda provocările infrastructurii transfrontaliere.
De asemenea, apreciem participarea guvernului Statelor Unite la Summit și la Forumul de Afaceri. În această seară domnul Secretar Adjunct pentru Comerț Ian Steff este alături de noi, iar mâine ni se va alătura și domnul Secretar Rick Perry.
Aș dori să subliniez că implicarea și angajamentul Statelor Unite față de Inițiativă sunt esențiale pentru succesul acesteia și transmit un puternic mesaj atât în ceea ce privește importanța politică, economică și strategică a Inițiativei, cât și demersul din ce în ce mai consecvent al Statelor Unite față de securitatea și prosperitatea din regiunea noastră.
Întărirea legăturilor și interconexiunilor economice în regiunea celor Trei Mări și între această regiune și Statele Unite va aduce valoare adăugată și parteneriatului strategic Uniunea Europeană-Statele Unite, deoarece formăm împreună o comunitate de valori și de interese strategice.
Participarea la nivel înalt din partea Statelor Unite reflectă și nivelul ridicat la care am ajuns în cadrul Parteneriatului nostru Strategic în cei 21 de ani deja de când acesta a fost stabilit.
Așa cum am subliniat la întâlnirea mea cu domnul Președinte Trump, anul trecut la Casa Albă, dezvoltarea, aprofundarea și extinderea Parteneriatului Strategic cu Statele Unite, în toate dimensiunile sale, este o primă prioritate a României și a mea personal. Am, de asemenea, convingerea fermă că legătura transatlantică este vitală, reprezentând coloana vertebrală a civilizației noastre occidentale.
Începând cu Summitul de la București, avem un nou partener al Inițiativei – Germania. Suntem convinși că implicarea Germaniei va îmbunătăți capacitatea Inițiativei de a atinge scopul nostru comun de creștere a interconectării și de aici, a dezvoltării și creșterii economice în regiune, în beneficiul tuturor statelor participante și al întregii Uniuni Europene.
De asemenea, salut prezența și implicarea reprezentanților instituțiilor financiare europene și internaționale. Acestea au un rol crucial în avansarea rezultatelor acestui Summit, în special a proiectelor prioritare.
Totodată, sunt bucuros că îi avem alături și pe prietenii noștri din Balcanii de Vest și din vecinătatea Estică. Sunt convins că, pe măsură ce se dezvoltă, Inițiativa celor Trei Mări va putea să își extindă granițele actuale și să aducă beneficii economice substanțiale vecinilor noștri.
O cooperare mai strânsă în ceea ce privește realizarea proiectelor de interconectare între țările noastre va dovedi că, spre deosebire de alte opțiuni, perspectiva europeană și euroatlantică este singura care poate asigura prosperitate, dezvoltare sustenabilă și stabilitate în aceste regiuni.
Doamnelor și domnilor,
România s-a angajat în pregătirea acestui Summit și a acestui Forum de Afaceri cu hotărârea fermă de a obține rezultate clare. Astfel, noi, statele participante și alți parteneri apropiați, am lucrat împreună pentru a ne asigura că Inițiativa este pragmatică și pentru a ne concentra puternic asupra rezultatelor concrete. În acest moment, putem spune că Inițiativa celor Trei Mări s-a maturizat din punct de vedere politic și conceptual și că îndeplinim toate condițiile pentru a ne angaja în obținerea proiectelor concrete.
Începând de poimâine, va trebui să ne concentrăm pe implementarea și continuarea adecvată a deciziilor acestui Summit și a rezultatelor Forumului de Afaceri. Suntem convinși că vom avea succes, cu implicarea activă a tuturor statelor participante, cu sprijinul Comisiei Europene, al Statelor Unite, al instituțiilor financiare europene și internaționale și al actorilor privați din comunitatea euroatlantică, care au înțeles utilitatea efortului nostru.
În timp ce ne pregătim pentru următoarea noastră mare provocare, deținerea Președinției Consiliului Uniunii Europene în prima jumătate a anului 2019, mă angajez să contribui în continuare activ la dezvoltarea Inițiativei celor Trei Mări și la implementarea proiectelor de interconectare care pot face diferența semnificativă pentru țările noastre și pentru prosperitatea și securitatea Uniunii Europene.
